Central Administrative Tribunal Reinstates Ronald Rose to Telangana Cadre
Senior IAS Officer’s Allotment to Andhra Pradesh Overturned
The Central Administrative Tribunal (CAT) in Hyderabad has reversed the Centre’s decision to assign senior IAS officer Ronald Rose to the Andhra Pradesh cadre. The tribunal has ordered the Department of Personnel and Training (DoPT) to reinstate him to the Telangana cadre within a month.
Rose’s Petition and CAT’s Previous Verdict
- Rose was initially allocated to AP during the 2014 cadre division exercise.
- He contested the allocation in CAT, which ruled in his favor.
- Thanks to the CAT order, Rose served in Telangana for the past 10 years.
Centre’s Appeal and One-Man Commission
- The Centre appealed against the CAT’s order, and the Telangana high court referred the matter to the Centre.
- Rose and other officials with similar complaints were asked to submit representations to the Centre.
- A one-man commission, led by former DoPT officer Deepak Khandekar, reviewed the representations.
- Khandekar dismissed all pleas, including Rose’s.
- The Centre instructed Rose to join the AP cadre in October 2024.
Ronald Rose’s Second Appeal and CAT’s Ruling
- Rose joined the AP cadre but challenged the Centre’s decision once more in the CAT.
- Senior counsel G Vidya Sagar argued that officials made mistakes in determining the seniority of two 2010 batch IAS officers, Bharati Hollikeri and J Nivas, during the 2014 cadre division.
- Due to these errors, Rose missed a chance to swap cadres with J Nivas.
- The CAT bench revoked Rose’s allocation to the AP cadre and ordered the Centre to reinstate him to Telangana.
