Enhancing Telangana’s Digital Land Record System
To tackle long-standing issues with Telangana’s digital land record system, the state government is launching Bhu Bharathi, an upgraded Record of Rights (ROR) platform. This initiative aims to resolve grievances and streamline land transactions.
Tackling Dharani Portal Grievances
- The Congress government inherited 6.46 lakh pending Dharani-related grievances in December 2023
- 5.63 lakh cases have been resolved, leaving around 1 lakh grievances still pending
- Common complaints include incorrect classification of patta lands, missing or incorrect survey numbers, name mismatches, and non-receipt of pattadar passbooks
Bhu Bharathi Act: Rebuilding Trust
The Bhu Bharathi Act aims to rebuild trust in Telangana’s land record system by rectifying past errors and enhancing the tech infrastructure.
Pilot Project and Statewide Rollout
- The Bhu Bharathi Act will be piloted in four mandals starting April 15
- Statewide expansion is planned for June 2
- The pilot project will help identify and address implementation challenges
National Informatics Centre (NIC) in Charge
The NIC took charge of the portal in January 2025, resulting in 105 new applications being filed, with 82 resolved and 23 pending due to technical issues.
Streamlining the Process
- The number of modules will be reduced from 33 to 6
- Minor corrections can now be made at the CCLA office
- The new Act includes reforms such as Bhudhaar cards, mandatory survey maps for registrations, and the revival of revenue courts
Bhu Mitra: AI-Powered Chatbot Assistance
The government has introduced ‘Bhu Mitra,’ an AI-powered chatbot, to help citizens directly through the land portal.
Timeline for Full Implementation
Full implementation of the new Act will take time due to the need for licensed surveyors and the recruitment of village-level revenue officers.
Correcting Typographical Errors
Typographical errors can now be rectified by tahsildars.
Restoring Revenue Courts and Services
Reviving revenue courts and certain services will take a couple of months. The government will announce the dates for specific services under the Act.
